Tenders and Procurement

​​​​​​​​The Deputy Ministry of Support Services at the Ministry of Energy, represented by the Contracts and Procurement General Department, provides the support services for procurement and contracting processes to meet the Ministry needs. It monitors and implements annual procurement plans, concludes contracts, follows up awarding and contracting procedures, and manages beneficiaries relationship, whether inside or outside the Ministry. Procurement procedures are carried out in accordance with the Government Tenders and Procurement Law and Executive regulations thereof.

The duties of Contracts and Procurement General Department are summarized as follows:

  • Management of and following up the purchasing processes.
  • Monitoring, updating and implementation of the Ministry's annual procurement plans.
  • Securing the Ministry and its affiliated authorities' requirements of materials, equipment, devices and services.
  • Review and approving purchase orders and requirements.
  • Presentation, declaration of and replying on the inquiries of drafts via Etimad.
  • Monitoring the drafts and coordination with the applicant parties and committees.
  • Management of Requests for Quotation using all available means.
  • Preparation of contract-related documents.
  • Preparation and reviewing contracts according to the approved forms.
  • Conclusion of contracts and awards and preparation of payment plans.
  • Monitoring awarding and contracting procedures.
  • Receiving the Performance Bonds in coordination with the Finance Department.
  • Entering contracts on Etimad and requesting the Ministry of Finance approval for contracts.
  • Monitoring the contracts execution and completing the change orders procedures and any changes in contracts.
  • Maintaining and archiving the contract documents.
