Privacy Policy

Clause 1: Introduction

The Ministry of Energy oversees all activities and operations of the energy ecosystem sectors in the Kingdom of Saudi Arabia through an integrated strategy for this sector, focusing on maximizing added value to the national economy with sustainability and high efficiency. This includes the strategy for hydrocarbon materials (oil and gas, refined products, and petrochemicals), and The strategy of (electricity sector and renewable energy such as thermal materials and complementary energy).

The Ministry of Energy implements various programs to achieve its goals, focusing on concepts of innovation, technology, and artificial intelligence in the energy sector, including: a program for sustaining demand for hydrocarbon materials, aiming for the Kingdom to become a leading exporter of clean hydrogen globally, including blue hydrogen from hydrocarbon sources and green hydrogen from renewable sources; an optimal energy mix program that is more efficient and less costly for electricity production; energy efficiency programs; and programs enabling local production of solar and wind energy components. The ministry is responsible for developing theses strategies, measuring their performance, and establishing reinforcing policies for these sectors, in addition to supporting decision-makers through the study of various policies and strategies.

To ensure the privacy and security of user data, the Ministry of Energy commits to maintaining the confidentiality of this data and using it to provide the necessary services to users in accordance with applicable terms and regulations in the Kingdom of Saudi Arabia. The use of the Ministry of Energy’s website constitutes the user’s agreement to the privacy policy and any updates made to it.

The ministry reserves the right to add or change any regulations of the privacy policy, and it has the right to terminate the account of the personal data subject if the privacy policy was not accepted. The Arabic language is the approved language in the application of the terms and conditions, and in the event of dispute arising in the interpretation of any text mentioned in any other language, the text written in Arabic language shall prevail.

Clause 3: Personal Data to be Collected:

  • The user’s IP address.
  • The date and time of the visit.
  • The address of any website that referred the user to the Ministry of Energy’s website.
  • The user’s full name.
  • Email address.
  • Contact information.
  • National ID and related government documents.
  • Educational certificates and documents.

Clause 4: Data Collection Methods:

  1. Data collected directly from the data subject: The personal data subject provides this data through registration to request or follow up on any requests, inquiries, suggestions, or complaints made by the user.
  2. Data collected indirectly: This is obtained through cookies collected when visiting the website.

Clause 5: Use of Personal Data:

Personal data is used directly and indirectly for the purpose of completing the registration process and requesting services provided by the ministry’s website, verifying the beneficiary of the services, and enhancing the beneficiary’s experience.

Clause 6: Expose of Personal Data:

There is no sharing or exchange of personal data collected through the ministry’s website with other parties, exceptions include the cases mentioned in the Personal Data Protection Law and its regulations.

Clause 7: Legal Basis for Collecting and Processing Personal Data:

According to the Personal Data Protection Law, the Ministry of Energy collects and processes personal data in the following cases:

  • The explicit consent of the personal data subject, which can be revoked at any time without affecting processing operations based on other legal grounds. To do this, you can contact us via email: PDP@moenergy.gov.sa.
  • Compliance with contractual obligations according to the Government Tenders and Procurement Law or compliance with legal obligations according to the Electricity law and laws governing petroleum products, energy supply, and gas distribution for residential and commercial purposes, along with their executive regulations.
  • Protecting vital interests, achieving public interest, or achieving the legitimate objectives of the Ministry of Energy.

Clause 8: Storage and Destruction of Personal Data:

Personal data is securely stored on premise at the Ministry of Energy or with approved cloud service providers. These servers are protected by the best technologies in accordance with the policies and regulations of the National Cybersecurity Authority and international standards to ensure unauthorized access is prevented and to mitigate cybersecurity risks. After the data is no longer needed, the Ministry will dispose of it using methods approved by the National Cybersecurity Authority, and it cannot be accessed or retrieved after disposal, within three years from the date of storage.

Clause 9: Rights of the Personal Data Owner (data subject):

According to the personal data protection law, the personal data subject has rights based primarily on the purpose of collecting and processing personal data, which are as follows:

  • Right to be Informed: The personal data subject has the right to know how their personal data is collected and the legal justification for its collection and processing, how it is processed, stored, and disposed of, and to whom it will be disclosed.
  • Right to Access Personal Data: The personal data subject has the right to request access to their personal data.
  • Right to Obtain Personal Data: The personal data subject has the right to request their personal data held by the ministry in a readable and clear format, whenever technically possible.
  • Right to Rectify Personal Data: The personal data subject has the right to request the ministry the correction of their personal data that they believe is inaccurate, incomplete, or incorrect.
  • Right to Destroy Personal Data: The personal data subject has the right to request the ministry the destruction of their personal data in certain conditions and according to legal requirements.
  • Right to Withdraw Consent to the Processing of Personal Data: The personal data subject has the right to withdraw their consent for processing their personal data -any time-, provided there are no legal grounds requiring otherwise.

Clause 10: Exercising the rights of the Personal Data Subject:

Except as mandated by law, the personal data subject is not required to pay any fees to exercise their rights stated in Clause (9) of this policy. Upon submitting a request to exercise one of their rights through the contact details provided below, a response will be provided within 30 days from the date of receipt of the request. For this purpose, please contact the personal data protection office at: PDP@moenergy.gov.sa.

Clause 11: Complaints and Inquiries:

In case of a complaint or inquiry related to this policy, the personal data subject can submit a complaint to the data management office at the ministry via the personal data protection email: PDP@moenergy.gov.sa.
